This paper was prepared as part of The MITRE Corporation’s FY00 Mission-Oriented Investigation and Experimentation (MOIE) research project “Open Source Software in Military Systems.” This paper analyzes the business case of open source software. It is intended to help Program Managers evaluate whether open source software and development methodologies are applicable to their technology programs. In the Executive Summary, the paper explains open source, describes its significance, compares open source to traditional commercial off-the-shelf (COTS) products, presents the military business case, shows the applicability of Linux to the military business case, analyzes the use of Linux, discusses anomalies, and provides considerations for military Program Managers. This article considers key issues relating to the organization and performance of large multinational firms in the post-Second World War period. Although foreign direct investment is defined by ownership and control, in practice the nature of that "control" is far from straightforward. The issue of control is examined, as is the related question of the "stickiness" of knowledge within large international firms. The discussion draws on a case study of the Anglo-Dutch consumer goods manufacturer Unilever, which has been one of the largest direct investors in the United States in the twentieth century. Case Study: Socially Responsible Outsourcing

Outsourcing is the process of contracting a business function to someone else. It is sometimes confused with offshoring, though a function may be outsourced without offshoring or vice versa. The opposite of outsourcing is called vertical integration or insourcing. The case is one of “socially-responsible outsourcing” (SRO): the use of – in this case IT – outsourcing contracts to drive livelihood benefits directly into poor communities. I’ve already written up an impact analysis of SRO that delivered new jobs, incomes, skills and empowerment into poor urban communities in Kerala. The case study analysed here also involved SRO to poor communities in India, but this time to telecentres in rural Bihar. It contracted from city-based clients both data work (data entry, data editing, digitisation for three clients) and voice work (call centre-based service/technical support and tele-sales for six clients including the Govt of Bihar).
